JOB TITLE: Electronic Healthcare Record (EHR) Administrator

LEVEL 16 Exempt

JOB SUMMARY: The EHR Administrator is responsible for ensuring the EHRs utilized by CLS are well maintained and operate reliably. This position manages and organizes projects related to the development, implementation, training, and monitoring of the integrated EHRs of both internal and contracted providers, in coordination with funding source requirements. The Administrator is responsible for working across teams to develop and maintain relevant procedures and standards that maximize efficiency for staff delivering services to people. Additionally, the administrator provides technical support related to EHRs within the organization as needed. They also work across teams and with the EHRs’ vendors to ensure successful internal migrations of data and data exchange via Heath Information Exchanges (HIE) processes with various fund sources. The EHR administrator ensures appropriate reporting to meet agency, State, and other contractual and business partner data requirements. Tasks performed by the administrator include performing regular systems and security monitoring, developing, implementing, and training on procedures and leading the process to set up, maintain and delete user accounts as required.

REPORTING RELATIONSHIP: Reports to the Director of IT

SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES: Electronic Healthcare Record (EHR)/ Information Systems Administration (Approx. 75%): Works collaboratively with funding sources in the development, testing, and implementation of Electronic Healthcare Records. Provides training and troubleshooting for agency staff and contracted providers to maximize use and understanding of the EHR and related document management processes. Leads system security monitoring, as well as user management activities. Represents CLS at various meetings with multiple funders and network providers. Identifies and transitions manual workflows that can be streamlined via other software applications or automated processes. Assists with the development of workflows and document management. Data Analysis and Reporting (Approx. 15%): Works with the IT Department and CLS leadership on business requirement gathering and data definitions. Works to ensure design and development of EHR systems capture data in an effective and useful manner. Assists with resolving issues with data integrity and completion. Other Responsibilities (Approx. 10%): Participates in the development of CLS IT Policies and Procedures. Serves as a member of agency committees, user groups, and task forces. Participates in outside user groups, conferences, or training sessions to enhance skills, maintain awareness of technical advances, and obtain technical assistance. Provides general support for use of applications such as Microsoft 365 and others used by the organization.

EDUCATION AND REQUIREMENTS: Associates degree in Computer Science/Technology, Business Administration, or related field preferred. Will consider associates degree in human services field with 2 years’ experience in utilizing electronic health records.

SPECIAL KNOWLEDGE/SKILLS: Must be a highly motivated, conscientious, and flexible individual with EXCELLENT customer service skills (related to interactions with both our internal CLS staff and our external stakeholders); Must be able to work independently; Must be solution focused and creative in design/development of EHR systems to meet agency/business needs; Must be able to problem solve and troubleshoot system and user needs; Ability to prioritize responsibilities to meet specific timeframes and volume expectations is essential; Must be able to lead discussions and manage projects with key stakeholders and leadership; Must have strong familiarity with the Health Insurance Portability & Accountability Act (HIPAA), Health Information Technology for Economic and Clinical Health Act (HITEC) and their requirements in healthcare operations; Must be able to process sensitive information and maintain confidentiality regarding CLS and individuals supported; Must have a strong work ethic/history and the ability to initiate systems improvements and follow through independently; Experience in the testing, training, and user support of an EHR preferred; Experience in the development, testing, and use of HIE preferred; Familiarity with writing SQL code and developing reports using Microsoft SQL Server, Visual Studio, Power BI, and Excel preferred; Experience working with a PCE system preferred; Experience with healthcare/Medicaid service provision preferred; Experience and skills in conducting training and public speaking preferred; Must be comfortable assisting people with various disabilities and communication styles.

POSITION LOCATION/REMOTE OFFICE: This position may work hybrid (remote/office) at the discretion of the Director of IT and in conjunction with business/operational needs.

TRAVEL REQUIREMENT: Occasional travel may be required in executing essential duties and responsibilities of this position. Employees must provide their own transportation. Maintenance of a valid driver’s license, an acceptable driving record, and vehicle registration and insurance in compliance with State of Michigan requirements are all continuing conditions of employment. If driving a vehicle other than the one listed on file with the Human Resources Department, employee is responsible for ensuring the vehicle is registered, insured, and meets all other State of Michigan motor vehicle requirements and providing documentation as requested. CLS policy restricts the use of an alternate driver without the express, prior written authorization of the Human Resources Director. A review of such request will be based on evaluation of HIPAA compliance issues, work restrictions, other relevant factors and whether the request will present an undue hardship to the organization.
